Theresa McShan is the Mayor of Elgin and a lifelong Elgin resident. Elected in 2022, she became the city’s first African American mayor after previously serving nine years on the Elgin City Council.
A longtime community leader and advocate for local businesses, she also served on the Elgin Main Street Board and numerous community organizations.
Mayor McShan retired after 35 years with the State of Texas, including a leadership role with the Health and Human Services Commission. She is passionate about Elgin’s growth, small businesses and building a strong future for the community.

Bastrop County Commissioner - Precinct 4
David Glass is the Bastrop County Commissioner for Precinct 4, representing Elgin and much of eastern Bastrop County. A lifelong Bastrop County resident, business owner, rancher and community leader, he spent more than 40 years building and running a national software company before entering public service.
David also serves as President of Aqua Water Supply Corporation and has been involved in economic development, transportation and regional planning.
Commissioner Glass is focused on managing Bastrop County’s rapid growth while strengthening roads, water infrastructure, economic development and responsible long-term planning.

Kaley Frye is the Director of the Elgin Economic Development Corporation, where she leads efforts to attract investment, support local businesses and position Elgin for long-term growth. She joined the City of Elgin in 2021 as Main Street Manager before moving to the EDC in 2022 as Assistant Director, later Interim Director and now Director.
A Certified Professional Community and Economic Developer, Kaley brings more than a decade of economic development experience, with a focus on business attraction, retention, expansion and regional collaboration.
